I am thinking of getting a PSP when they come out and would love to use Yoyo's emulators on it. Is it true however that all homebrew programs, including yours, will only run on a PSP with the 1.0 operating system?

No, there's a simple hack for them to work on 1.5. Not 1.51 or newer though.

Sorry PDA, but unless you import from the US or Japan, you will be stuck with a 2.0 firmware PSP, as that is what is being shipped to Europe. This sucks, I know, but maybe they will hack it someday?
My suggestion is to either buy an import, (Lik-Sang is a good PSP importer on the web) or wait until they crack 2.0, which may be never...

As far as I know Sony sued certain online shops for importing PSPs to Europe - including Lik-Sang. Most of them stopped importing to Europe because of this.

Sony have attempted to Sue Lik-Sang but they are still currently offering the import (with free shipping).
