Kernal mode is faster and gives you access to all of the hardware functions. User mode is lame. (Well to be more accurate, I belive it forces the PSP to run at 222MHz, only gives you access to 64KB of memory, doesn't give low level hardware access, and checks anything that runs to verify that it's signed code)
With 1.00 and 1.50 it's not an issue, the PSP can get switched over to kernal mode. With 2.00 people have been able to execute unsigned code in user mode, but not get around the 64KB limitation or gain direct access to the hardware in any meaningfull way. I think the Eboot loader app has tricks to get around the 64KB limit, but they arn't perfect. (Or maybe they are and the homebrew stuff relies on direct hardware access too much to get anything done)
No one's been able to do anything to 2.50 or 2.01 except make them crash or kick out error messeges, with an occasional bricking.
