I found the problem.
You only get buggy no sound saves if the menu BG music setting is set to "Yes"
If you save a game with this on, then that save will be corrupted and will be without sound.
Making a new savestate off of the current "no sound game" will not bring back the sound.
You have to reload the ROM and make a new savestate with the menu music off.
If you are worried about losing progress, then save your game to the SRAM and reload the ROM. Load your game, then create a new save state.
You will have a clean save and all will be good.
Although its a nice feature to have background music, I can do without it.

It is not that simple, this method works with some games (ex: Super Pang), but with some other games (Tales of phantasia, zelda, super mario world 2, secret of mana, etc) this method DOES NOT work. But I think I found a way to play the games with sound that don't work with your method, at least until TYL team eliminates this annoying bug. I posted in here too. If you want to play a game that doens't work even with BG music off, then you just have to play first a game that workes with this method (ex: Super Pang). Then, without exiting snes9xTYL, load the game that does not work even with BG music off, and from now on, all the savestates will have sound. After the first savestate with sound is sucsseful, you can turn BG music on again, and the savestate will always have sound You can exit snes9xTYL and when you want to play again the saves will always have sound. I'm using 1.5 PSP, snes9xTYL 0.4.2me version. I really hope TYL team can fix this. Thanks for the hard work guys.

uhh you can also play games like zelda and phantasia til you can NORMALLY save, then reload the rom and start from there with savestates
