Is it possible to get the emu into standby mode like all the other games and features on the PSP?

Not really... They attempted to make a makeshift standby mode but it doesn't work anywhere near as well as the official one. Basicly you have to turn off the screen yourself, and even then the battery drains pretty fast :/

But is development of the code still going on? Cause if it is they could fix that up for a newer version.

Quoting prettyv from a while back: "It has to do with the way this version uses the media engine. It cannot shutdown the media engine so it cannot go into standby." If I recall.. (and I probably don't) - the way to use the media engine removed the use of official sony functions or something.. thus disabling the real standby mode, so alas, no amount of updates will fix it The development of the code is pretty much finished, the next update will contain minor bugfixes and will be a final for good. *however* the standby mode on the user version works fine, I think

sorry to ask this but what are the major differences between the ME and the user versions?

ME uses two processors, user only one

Yep.. Media Engine + CPU whereas user only uses CPU
that's the official difference, behind the scenes.. the differences a standard user of the 2 versions will see is a noticeable boost in speed for ME, lack of standby mode in ME, and a fixable save state bug currently present in ME (I THINK user is safe on that one, but I haven't checked it so I ain't sure)
