Make sure you're using the ME version if you're running 1.5, it offers a huge speed boost over the user version. Make sure PSP clockspeed (under MISC) is set to 333Mhz you will need a frameskip of 1 or 2 for this game if I recall.. despite appearances, earthbound is not a "low graphic game". I'm not sure where it does, but it does take its toll especially when scrolling
My settings for this game were engine: psp accel + accur soft smoothing: yes frameskip: 1 vsync: no
On average, I got 60/30 FPS, with the game slowing down the more enemies floating around on the screen (or NPCs, anything that moves really). Though I believe this slowdown was also present in the original snes version... (probably is, since FPS doesn't drop at all during these slowdowns)
You can try to use auto frameskip, it seems to give me 60/59 most of the time, but as auto usually does, it's likely to give you slowdowns when the game is switching musics or "screens"

You can most likely take out most of the hacks in Earthbound's SuperDAT entry. Try replacing it with this one:
DC9BB451|Earthbound (U)|8762=42FB,885F=42,1F047=42D8
It probably won't run any faster (the main idle loop was already in the old entry), but at least you're not hacking random values with this one. The menus might be slightly faster with this patch though.
I don't play the game, but if someone could supply me with a save file (*.srm) of a place where there are slowdowns, I can see if there are any other loops there to hack.
