Does the .4 non me version access 1.5 kernel(3.60)

Right well i know this is open sourced but i am a bit lazy to examine it all and try to comprehend it when you could possibly give me a 2 second answer. Where and why exactly does v .4 non me access the 1.5 kernel?

How do you know it does? Just be cause it doesn't work in 3.60 doesn't mean it. Try the eLoader v1.00.
