So I came to the source (apparently here) to get some information and hopefully get some questions answered.
Last summer I was using SNES TYL 0.4.2 and most of my games ran flawlessly. All except for one: SM:RPG. Now I know that it uses the special SA-1 chip and all, and knowing how this program was on the move I decided to lay low and figure that this problem would Iron itself out.
Turns out, 8 months later, the problem hasn't Ironed itself out. I investigated and found that you needed to apply a speedhack to the snesadvance.dat file. Cool. I give it a shot and I DO, in fact, have found places that were SLOW AS HECK are now MUCH FASTER. However, it still feels like 30% of the core game is still running at 2FPS here and there.
This brings me to my main two points: First, why haven't there been ANY updates for the LONGEST time? and Second, I've been digging through this forum for a, perhaps, updated speed hack for SM:RPG....however I keep coming across the same darn one >.< has there been ANY progress towards SA-1 chipset games like SM:RPG, if so then WHAT progress??

no updates from the makers speedhacks, probably what's here in this forum and not much more..

It's been mentionned a few times before that the next update (if there is one) would be a final FINAL, and wouldn't improve performance whatsoever It has also been mentionned more then a few times, that this emulator has attained its limits, and that to further increases speeds, one would have to build an entire SNES emulator from the ground up specifically for the PSP (as opposed to porting one to PSP, like snes9x)

Sorry man, I've speedhacked the game as much as I can. There's only so much you can do with a game, and once you reach that point you've basically hit a wall. The one I've posted in multiple places around the web is the only existing good speedhack for the game as far as I can tell. I've also attempted hacking other special chip games, and a few succeeded but others had no effect whatsoever.
Speedhacking is a simple concept. The SNES runs at a fixed 60 fps, so once all the work is done in a frame the game usually enters an idle loop until it's time for the next frame to come along. If we find that loop, we can skip it, thus speeding up emulation. Once you've found all the loops though, there's nothing else you can do, as the rest of the CPU time is being taken up doing actual work.
People have been making their own updated versions of SNES9X for the PSP that you can look into. Ruka's version, Chilly Willy's version, another few I can't remember since I don't actually have a PSP, etc.
