What are the best settings to run Chrono Tigger on for a Palm Centro. I really love the music and would prefer not to disable that. Any ideas for the best gameplay? (Trying other suggestions before overclocker). Thanks!

You're really not going to get SNES games at full speed on any current Palm device without overclocking. You can play with a pretty hefty frameskip penalty and sound if you use ASM core and set the sound frequency to 11khz.
Just overclock if you want full-speed and sound.
