palm/programs/ is actually on your palms memory card
if you dont have an SD/mmc card for your palm then your gonna need one
there are many programs to acces your card on a pc without using a card reader.....
try softic cardexport.

try using UDMH.. it lets you get away with not having enough memory... i dont remeber were to get it..... but search google.... its
unlimited dynamic memory hack (UDMH)..
ur gonna need it cause most palm have about 2meg of ram to work with.. UDMH is got cause u can make it 12meg wich is recomended for what your doin.

That's still 'out of memory' trouble. Be sure that you have a high max value set to LJP in UDMH. Also, what are you trying to run? SNES? What's your palm model?
