The easiest method would be to go onto the LJP Wiki and read the setup guide, or read the guide included with the software.
Second: assuming you dumped your cartridge ROMs and then compressed them with WinRAR, decompress them again and zip them individually. Then, to get them on to the SD card using hotsync, you'll need to either have an app on your Treo that supports zip, or you'll need to tag .jpg on the end of each of the files to move it over (.zip.jpg) and rename them once they're on using a file manager such as FileZ or Resco Explorer.
It'd be easier to use an SD card reader attached to your computer however; then you can just mount the card as an external drive and copy the files over directly to the /Palm/LJP/<platform>/ROMs/ directory.

Card reader is always the best option, but a second best would be using Card Export II. Lets you use your Treo as a card reader when plugged in with a USB cable. It has a free trial, too!

Actually, I've found that Mobile-Stream Card Reader is better than Softick Card Export II. It'll even run in the background while you do other stuff on your Palm!

No kidding? Hmm, I'll have to take a look at it.
